In August 2021, the PACF, in partnership with the Sisters Health Foundation, awarded Recovery and Resilience Grants to nonprofits in the region to help them address ongoing COVID-19 challenges. A $5,625 grant to the O'Neill Senior Center enabled their Belpre Senior Center to continue delivering meals and providing services to seniors, despite a loss of income due to the pandemic.

"We quickly identified food insecurity as a huge obstacle that needed to be overcome," said Erin O'Neill with the Senior Center. "We worked with many of our partners to purchase food and assembled grocery boxes with basic essentials that were delivered to senior’s homes. We also worked with local restaurants who were struggling and partnered to provide hot, nutritious lunches that our staff delivered to seniors in Belpre. Many other partnerships resulted in deliveries of nonperishables that helped seniors to stay home as recommended."
