Member, Board of Directors


Jayne is a retired teacher, avid reader, and lover of the arts. Throughout her teaching years, Jayne taught English, dance, journalism, and public speaking. She finished her career at Parkersburg South High School, teaching theatre and fine arts. Prior to joining the Board of Directors in 2022, Jayne started the Michael C. Whitlow Memorial Scholarship fund with the PACF to honor her husband who passed away.

Jayne's leadership and involvement in local organizations exemplifies her passion for her community. She is the past president of GFWC Parkersburg Woman's Club, where she started their Snuggle Bugs Reading Club. She is also past president of the Philanthropic Educational Organization (P.E.O.) Chapter L., past president of the Ohio River Valley Chapter of the National Society of Arts and Letters, past president of Delta Chapter of Delta Kappa Gamma International Society of Key Women Educators, former member of the West Virginia Symphony Board of Directors, and current president of the Circle of Grace of the International Order of the King's Daughters and Sons. Jayne is also an active member of the choir at Stout Memorial United Methodist Church.

Favorite thing about the PACF: "I have always been impressed by the work of the Community Foundation in their response to community needs. We were blessed to have community leaders with great foresight in the early 1960s!"
