Clare L. Kremer established a fund within the Parkersburg Area Community Foundation in memory of Donald E. Martin and Carl E. Stephens. The Martin/Stephens Memorial Fund provides financial support for the care and comfort of the poor, the aged, or the infirm, especially those receiving no governmental assistance or inadequate governmental assistance. Grant money may be applied to an individual's utility expenses, medical treatment or hospitalization.
The net income of the fund is distributed evenly among the discretionary social concern funds operated by St. Margaret Mary Roman Catholic Church, St. Francis Xavier Roman Catholic Church, and The Memorial Church of the Good Shepherd Episcopal Church, all of Parkersburg, West Virginia.
