Judith and Norman Smith

Norman and Judith Smith started the Judith Cottrill Smith Scholarship in 2024 which will continue annually in perpetuity to support a Parkersburg High School graduating senior or past graduate who plans to attend or is currently enrolled at Glenville State University in Glenville, WV. She hopes the Scholarship will allow a student to experience the excellent educational experiences she had at Parkersburg High School and Glenville State.

Mrs. Smith is a 1962 Parkersburg High School graduate and a 1966 Glenville State graduate. Her father, Kenneth Cottrill, and brother, Dr. Phillip Cottrill are Glenville graduates. Both of Kenneth’s children are also Parkersburg High School graduates.

Judith went on to graduate with a Master of Education from the University of Virginia, and a Master of Guidance/Counseling from the University of South Florida. She retired after 34 years as a teacher, guidance counselor, and county-level guidance support person. She served in West Virginia, Virginia, and Florida retiring from the Hillsborough County Florida school system. Her husband Norman also retired from the Hillsborough County school system after 36 years as a teacher and administrator.
