The Howard A. Bailey Memorial Fund was established in memory of Howard Amos Bailey of Parkersburg by Bailey's friend and former employer, John Cable, of Richmond, Virginia. The fund supports the spay/neuter program at the Humane Society of Parkersburg.


John Cable formerly owned West Virginia Tile Co., which closed in 1962. He had maintained a lifelong friendship with Howard Bailey, who had been an employee at his plant in Parkersburg. When Bailey passed away in 2005 at the age of 93, with his beloved dog, Tippy, still at his side, Cable wanted to honor him. Cable was aware Bailey had Tippy for many years and that he had adopted Tippy from the Humane Society of Parkersburg, so he created the Howard A. Bailey Memorial Fund to honor Bailey by providing annual support to the Humane Society of Parkersburg.


Bailey was a longtime resident of Cedar Grove, and Bailey's son Sam and wife, Norma Jean, are longtime residents of Washington, WV.
