This scholarship fund was established by members of the Home Builders Association of the Mid-Ohio Valley. To be eligible for the scholarship, the applicant must be an association member, employee of a member, or dependent or grandchild of a member of at least two years in the Home Builders Association of the MOV or an employee of at least two years of an association member or must be a graduating senior from Wood County who has completed the construction or carpentry program at Wood County Technical Center.

The Home Builders Association of the Mid-Ohio Valley was formed on January 26, 1962, by builder and supplier individual members. The association consists of professional builders and building industry representatives. Members seek to ensure the growth and integrity of the building industry through leadership, innovations, and education. This is accomplished in partnership with their customers and local communities and by addressing legislative and regulatory issues.

This fund also honors Joel Stout. Joel was president of the association from January 1, 2000, through December 31, 2001. During his term as president, Joel was very active in starting this scholarship fund. Joel was First Vice President of the West Virginia Home Builders Association in line to be President in 2007 when he passed away February 9, 2006, just two months past his 45th birthday.
